Qt Creator would be an awesome tool to do that, but I think it doesn't
provide PyQt support (yet). There are two alternatives:
1- You can just use Qt Designer to design the GUI, and then use PyQt's
tools to convert the UI files to PyQt code which you can edit. (Don't
remember the exact command that converts UI files to PyQt code though
:( )
2- You can rather use Ubuntu's "Quickly" tool, which does most of
these things automatically. But it's based on PyGTK rather than PyQt.
