That was the case with the first official Ubuntu beta images.  It is no
longer the approach taken by the recently released beta2 images.

Please try out beta2 and see how you get along.  You can find the AMI

There was a pretty involved discussion about users, ssh, sudo, etc. for
EC2 images on this very mailing list back in January which resulted in
what you see in beta2:
