[ec2] swap?

My 8.10 based image has a swap partition.
How are you determining that you do not have a swap file/partition?

Check /etc/fstab for an entry like 
/dev/sda3    None    swap    defaults    0    0

and you can verify it fdisk -l /dev/sda3
