I thought I posted a long reply to this with code samples, but I can't 
find it.  Just in case, I'll point out that if your startup script 
begins by deleting the "ubuntu" user then that UID is immediately 
available for the next user which gets created.

Make sure the code saves a copy of the authorized_keys or in some way 
allow another user to connect.

If you need to run something today, you are free to use the Ubuntu AMIs 
I provide on http://alestic.com as many of us have been using them in 
production systems on EC2 (though I'm currently on Hardy).  The upgrade 
to an official Ubuntu release should be smooth, especially if you 
continue with your testing and feedback.
