[ec2-beta] Locale and timezone in beta2

Though it is easy to change the locale and timezone, I agree that
reasonable defaults are important.
I think UTC is the only timezone nobody can legitimately complain about.
After some complaints and discussion in the EC2 Ubuntu community back
in June, that's where I ended up with the Ubuntu images on
http://alestic.com
I have no idea what single locale would be "best", though I suppose an
argument could be made for en_US.UTF-8 for images in the US region.
The EU region is tougher as there are so many locales there. The data
centers (and Canonical) are in the UK, so perhaps en_UK.UTF-8, but
getting more specific they are rumored to be hosted near Dublin,
Ireland, so... :)
Perhaps you just go with the largest expected customer base for locale.
