[ec2-beta] Instances show no console output, do not respond?

Martin:

The way that EC2 is supposed to work the console output is updated a few 
minutes after booting, a few minutes after rebooting, and after termination.

If an instance takes longer than a few minutes to come up, the console 
output will remain empty or incomplete.


Eric:

About 25% of my Ubuntu beta AMIs have had problems booting quickly 
(small sample).
