[ec2-beta] Instances show no console output, do not respond?

I'm missing something here.  What did you see once?  Did you
regenerate your key?  Have you ever gotten in via ssh?

You bet.  Depending on the question I'd recommend #ubuntu-virt or #ubuntu-server.

This is a big surprise for most users.  No - you don't get any
persistence of the disk (or ram of course).  The way to get data
persistence is to use external storage like Amazon's S3 service,
or your own networked database.

By itself, EC2 is a compute cloud.  You need to combine it with other
stuff to get full scalable web services etc.
