Salam,

AFAIK, This is could affect any work group. Most grougs or projects start
with higher motivation but shortly decade to epsilon (~zero). It needs some
refresh.

In a company, money motivate people also direct interaction between people
create some plus social motivation.

In such a free software development or LoCo group, most have different
personal objectives, social relations are weak, people must be self
motivated. People come and go depending on some life needs.

Life in Algeria is hard, many problems (Unemployment,  Housing, ...etc +
political sensitivity).

Even so we can get solutions, and there should be many. As I know there many
entities work to spread FLOSS which can be PHYSICALLY (real personal
relation) related.

Real groups:

- ESI (club, floss & joomla)
- CERIST (I saw a page for Libre Software in their site)
- Universities (some universities want such movement, but they want students
to do it, like univ. of Oran) but university should have some openness to
non-student (companies experts, low education level people)
- Associations could be created (personally I fear from this due to
political sensitivity)

Virtual groups:

- this group Ubuntu DZ LoCo
- linuxdz.org (has a page on facebook)
- a group in djelfa forums http://www.djelfa.info/vb/
- arab groups (Arabeyes, linux arab community)
- use of social sites could help to collect more interested people build
larger group

This is just a point of view.
