Obviously to be done when people first try to create an account but<br>
also also if they return after a long absence, such as 6months - 1<br>
year. Also maybe every 10th or 20th login or something like that?<br>
Personally i wouldn't find it tiresome to do it every time but maybe<br>

trying to describe and not sure about the feasibility of 3.<br>

To communicate with users perhaps a single one-liner in the footer on<br>
all or most pages? Something like "You can easily join ... to edit<br>
this page - anything from fixing a typo to a full revamp" ?<br>
