[desktop] help needed for doc setup

I was on jammy jellyfish, I will upgrade it to lunar then. Also I wanted to
make changes and this might be a silly question, there are two folders -
ubuntu-docs and ubuntu-help. Inside ubuntu-docs, there is again ubuntu-help
with language folders like en_GB. Kinda confused where should the changes
go?
