There used to be, back when it was in DocBook markup language.

However, it was an extremely low percentage of strings that were
translated, and only a few (~3 or 4, Russian, French,...) languages
were over 70% translated (I am remembering, and might be
incorrect). The feedback from users, where english was not their
1st language, was that system admins needed to understand the
English version anyhow and they considered the poorly done
versions in their own language to be of little value added.
So translations were dropped, thus allowing the transition to
discourse. The serverguide had been desperate for subject matter
expert contributions for years, and DocBook was one hurtle.
