19.10 UI Freeze exceptions

Hello ubuntu-doc and ubuntu-translators,

we wanted to notify you that we added a bug fix for gnome-contacts 
selection-mode headerbar (green headerbar).

This fixes the titlebuttons not having a circle (close button) and not 
having a circle on hover (min/max/close) buttons.

The dock change in this pull request has been reverted and will take 
place on the dash to dock repository.
