This is also controlled by the Canonical IS, who have already been
working for hours on this issue. Giving them more work by "trying out"
banning people is unsustainable, and they likely wouldn't be able to
reach fast enough.
Comparing the amount of work that needs to be done for this, I think
it's just easier to remove the offending users from the teams that give
them edit access.
