Request for Ubuntu Doc Leadership

I've started to read the past emails about this (the documentation
team not having a leader). For anyone interested, Lyz and Pasi's
statement of the problem is included in the original email from David
Planella dated 16th March 2016. I'll read more of the emails and reply
