Thanks for reporting the issue, and this is a quite ok place to
highlight the update need.

The page is not unmutable per se, but as you can see at
<https://help.ubuntu.com/community/WikiGuide> a new requirement has been
added for edit access: You need to be a member of the
~ubuntu-wiki-editors team.

I just added the "Needs Updating" tag to the page. It would be great if
you could join the team I mentioned, and then make the updates to the
page which you find motivated.
