Up until recently, we did not encourage use of the stable phone overlay PPA on desktop, because it definitely broke
things and we were spending time helping people recover.

Now, post-16.04, we actually encourage it for testing Unity 8.  We test it regularly (which means sometimes it breaks
and we get to fix it as soon as practical).  Perhaps the PPA message should be updated.

It's empty for 16.10, so it shouldn't hurt.  Everything currently does a "triple landing" in which the same code gets
built for and released into the Yakkety archives, the 16.04 stable phone oevrlay, and the Ubuntu Touch (vivid-based)
stable phone overlay all at the same time.
