A few thoughts:
The best solution I can think of is that Canonical somehow makes sure
that only humans can create LP accounts. Enabling this for all accounts
is probably easier than the approach you mention in your #3 suggestion,
and would at the same time prevent spam bot editing of bug reports (and
maybe some other bad stuff which I'm not aware of).
Otherwise, both #1 and #3 sounds doable to me. (I didn't quite
understand #2.) If they would go for #1, it would be great if they could
populate ContributorGroup at creation with all users who have ever
edited the community help wiki. Guess that would make quite a large
group, but so what? It would significantly reduce the burden of those
who would approve new group members.
As regards communicating to the users, I think it can be done by editing
the theme. Members of ~ubuntu-core-doc have access to modify the related
branch:
