Release of the new server guide

Yes, the server guide, such as it is, will be published on help.ubuntu.com around
13:00 UTC Thursday +/-. Due to late additions, we are behind in the translations
this cycle, so updated versions will be posted as they become available.

Additionally, at the same time, the various "preliminary" notes on help.ubuntu.com
will be removed. The "lts" symlink will be changed from 14.04 to 16.04. The "stable"
symlink will be changed from 15.10 to 16.04.
 
There is a preliminary 16.04 serverguide on help.ubuntu.com now, but it hasn't been
updated for a couple of weeks. If I have time, I'll update the bzr branch today, for
eventually publication on or around 13:00 UTC Tuesday.

By the way, the final version of the Desktop help docs, in all languages, are on
help.ubuntu.com now, even though they are still called "preliminary".
