http://www.oed.com/view/Entry/249075?rskey=6ZtG9w&result=2#eid says they're basically synonyms.  Given the blank stares
I get from "app developers" when they look up from their Ubuntu (phone), I would beg to differ.  I would simply suggest
avoiding the term "app" in desktop documentation and obviate the entire problem.
