Add `bzr whoami "First Last <e at mail.net>"` to the tutorial

Hello!

I've found a problem in this file:
http://packaging.ubuntu.com/html/_sources/packaging-new-software.txt

The guide won't say anything about the `bzr whoami` thing, and the `bzr
dh-make hello 2.7 hello-2.7.tar.gz` will fail. Can you please insert before
the dh-make command?
