How to get permission to edit wiki pages?

I am not sure if this is the correct place to ask this question, but it 
seemed like the most appropriate email address I could find.

I saw a page with some missing information 
(https://help.ubuntu.com/community/Partitioning/Home/Moving), and 
thought I'd improve it by adding the missing details. I thought that was 
in the spirit of https://help.ubuntu.com/community/WikiGuide, which says 
to contribute whenever you see something that could be improved.

So, I spent some time editing a local copy of the page. But when I came 
to upload it, I was told I was not allowed to edit the page.

I looked through the WikiGuide and related pages, but nowhere could I 
find anything about how to obtain permission to edit a page (or even 
anything about the need to obtain permission).

I'm a bit perplexed. Users are encouraged to contribute improvements - 
but then prevented from doing so.

Can someone explain how this is supposed to work?
