There is a huge link at the top second from the left of each
and every DeskTop help page within the big red banner.

The DeskTop help documentation for 13.10 has "hit the road".

The English (which in the context of the official docs means
US English) has been posted since the day after the documentation
string freeze date of 2013.09.18. The Non Language Pack Translation
Deadline (includes DeskTop help documentation) was October 3rd, and
all other languages were added to help.ubuntu.com just a few hours
ago.

If you are running an up to date Ubuntu 13.10 DeskTop computer with
Unity, then you should have the 13.10 English (meaning US English)
Help installed. The other languages are a few days away.
