Getting involved in the docs team

Thanks for writing this email, Laura. It's almost exactly the email I
wanted to write. (Thankfully you beat me to it and saved me some
typing!)

Here are some more specific (and perhaps pointed?) questions I have
about getting involved in with the Ubuntu docs.  Let's say I want to
help write/edit/proofread the system documentation for Ubuntu 13.04.

I'm told I should submit patches. But patches based on what?  As far
as I can tell, there's no raring branch to work from. So should I be
submitting patches based on the quantal branch? Or will a raring
branch be created at some point? If so, when?
