Localized versions of Desktop Help and Server Guide

No, http://help.ubuntu.ru/manual <http://help.ubuntu.ru/manual/pdf> was my
own project) I've wrote it by myself and create PDF version with LaTeX.

Now I haven't time to continue this project, and there are better guides
like ubuntu-manual and your serverguide.

So I decide to add translated versions of this guides to help.ubuntu.ru and
now try to understand what should I do for it.
