Triagers available?

ubuntu-bugcontrol has permissions to change importance on any bugs filed
under the Ubuntu project.  ubuntu-core-doc members might also have
permission to change importance on ubuntu-docs bugs only, but generally
you need to go through the bugcontrol process to get that access.  This
provide a level of consistency for bug triaging across all Ubuntu
packages.  It's been this way for as long as I can remember and I think
it is the right approach.
