Hi :)
Ubuntuforums itself used to be proprietary. Note the .com rather than the .org. Launchpad also used to be closed source. In both cases i think the intention was always to make them OpenSource eventually. Sometimes things need to be put together fast using whatever tools are most familiar. Eventually they hope to go back and change things around to be more ideal later.
