To answer the question about whether this has been brought up in the
past, my recollection is that this has been raised in the past and
generally the reason for not doing it has been that the skillset on
which the members of each group are tested is different. In other
words, one can't assume that members of core-dev will be familiar with
the Ubuntu Documentation Team's processes and will be good technical
writers, thus satisfying the requirements for access to
~ubuntu-core-doc listed here:
