[wiki] Move instead of delete?

I would say that the general criteria for deletion should be quality.
If the page is good we keep it.  If it is bad:

1. Label it "Quality concerns".  Presumably the people that care will
get notified.
2. If after some agreed-upon time interval (ex: 1 month) if the quality
has not improved the page should be moved to a holding area and change
the label to "Scheduled for removal".
3. If after some agreed-upon time interval (ex: 3 months) delete it.

At the last vUDS [1] there was a agreement that the wiki would be
patrolled more aggressively.  We didn't get to the details of
who/what/when but based on what I'm reading in this thread we are
starting all over again.  Hopefully all this renewed interest will last
until the next vUDS.
