Changing the default edit page instructions on the Community Help Wiki

Hey,

from my point of view, the next obvious step to make tag and category
usage easier is to change the default edit page instructions.
Apparently, this can be done by changing the 'editor_quickhelp' -option
in the wiki config (whether that meant wiki admins can change it or if
it needs file intervention I don't know; [1] mentions multiconfig.py,
but that doesn't mean it needs file editing).

Would somebody be willing to set up a preliminary draft, or at least a
list of things we'd like to include in the default editing page?
