Community Council removed from ubuntu-core-doc members, remains Owner

There was consensus about this on the mailing list from the active
team members, so during our weekly CC call just now I brought it up
and Daniel Holbach went ahead and made the change. So the CC will
remain the Owner for high-level administrative tasks and so control of
the team is maintained, but day to day operations are comletely left
to the named Administrators on the team.

And I'll be sticking around to help out as needed (more on a personal
level, but folks are always welcome to chat with me about CC level
stuff as needed and I can pass things along).
