There probably isn't any history to this - almost certainly it was
done this way because that is the way that the Ubuntu website and
other websites based on the standard Ubuntu theme do links, to ensure
consistency between themes. You could try getting in touch with the
Ubuntu web design team to find out why this design decision was taken.
