a little tidy up

Hi good people,

I was chatting with one of the council members, and I suggested that the
agenda page [1] may benefit from a contents table. That person suggested
that I do it, as it can always be rolled back.

So, I present the page with a contents page (and another really small tidy
up). If you hate it, please let me know why before you revert it... I'm
only trying to help :)

@ Docs, I'd rather not be there on my own, please feel free to add your
names to the entry :)
