Ubuntu Docs (Raring) Uploaded

Hello All,

Martin Pitt has graciously uploaded ubuntu-docs for us last minute
although its still subject to the release team to approve that upload.
There was some confusion as to why nobody from the ubuntu-core-doc
team was approving it and then requesting the upload so I had to
explain our lack of active contributors who have commit access right
now.

Anyways its uploaded but still waiting release team greenlight...
Hopefully if their are questions about that Jeremy can answer them
tomorrow! :)
