Incorrect instructions in oneiric docs

The problem is caused by the fact that we manage our bugs on the
ubuntu project, whereas we manage translations on the ubuntu-docs
project.

Launchpad doesn't allow us to link our ubuntu-docs bugs to the ubuntu
bugs, unfortunately. There are various bug reports open on Launchpad
related to this, but I don't think the issue seems likely to be
resolved any time soon.
