Oh, yes.  That would be quite good.  The number of pages treated that way needs 
to stay small imo but the front page could be locked without making people feel 
they are unwelcome.

This issue has come up in the past, I'm not sure why we haven't     locked the 
front page of the community documentation to the     EditorGroup [1] (aka Wiki 
Admins [2]).  There are some other pages     that require elevated privileges, 
like UbuntuHashes [3].
