First, disclaimer: I'm not the guy you're looking for. I can try to
help, though.

Please, you can expect that your comment will reach the right people;
it usually isn't necessary to cross-post to a mailing list. Especially
not immediately :)

Your link is to the server guide for 8.04. Is that correct, or are you
running a more recent version of Ubuntu like 10.04 (Lucid)?

I can't reproduce your problem installing vsftpd from the repositories
(using the directions from the documentation), and vsftpd.conf is
there just fine for me after installing it. It could have been an
exceptional issue with the install process, in which case it would be
best to report a bug against the offending package.

You can safely try again and see if it works better. The package
system in Ubuntu is very good at what it does. APT knows where it puts
everything, so you can trust it to clean up after itself if anything
goes wrong. (It will make it very prominently known if something has
gone so badly that it cannot).
