Improving Package descriptions

In previous years I've also taken some time out during the summer to
do a quick round of description reviews of Debian's "core" packages
(which often have rather cobwebby docs).  This is arguably the wrong
end to start from, since nobody ever needs to decide whether to
install dpkg from its description, but I was too busy this summer
anyway.
