Dan,
You can nominate bug reports for a version of Ubuntu, but you will need
Matthew or another user with elevated LP Bug permissions to accept the
bug for that release before it appears in searches and can have
status/importance.
You should be able to apply a revision change (or range of revisions) to
another branch in bazaar (e.g. the Lucid stable branch), I have done
this in other version control systems. The branch is linked to the bug
report in the same way as with trunk, you can use the --fixes option in
the commit message or link the branch manually. Don't forget SRU
guidelines [1].
