IRC Chat links

On investigation, many of the applications have IRC channels on other
servers than Freenode.net (e.g. irc.gimp.org). Is it more desirable to
create Ubuntu-specific channels on Freenode or to use a web service
like Mibbit.

Empathy supports IRC, but doesn't appear to support passing IRC URIs (
https://bugs.launchpad.net/empathy/+bug/496085/ ). We can hope this
gets handled in the future, using another web IRC client with links
until then.
