Proposing new committer - David Wonderly

I would like to propose David Wonderly [1] to be a new committer for
documentation. He has done a lot of work for me during the Lucid cycle on
Kubuntu documentation. He understands bzr, validation, and such, and I
trust his skills for helping with kubuntu-docs. If you could please add him
that would be wonderful!
