headings on the wiki

Hello documentation team,

First off, I apologize if I'm repeat a question already asked here--I
couldn't find a way to search the archives.

I haven't done too much work on the Ubuntu wiki, but I have done some
editing as part of the Bug Squad on various debugging- and
triaging-related pages. An issue I've encountered has been inconsistency
in heading levels used, particularly on wiki.ubuntu.com: some pages use
= Heading =
as the initial level, and some
== Heading ==
reserving the single-equals for the page title, as Wikipedia does.

I personally think the single-equals is ugly because the in-body
headings are then identical to the page heading (at least on
wiki.ubuntu.com, not on help.ubuntu.com/community), but I haven't been
able to find any solid recommendations for the style on the WikiGuide
[1]. Does such a recommendation exist? If not, I think it would be
beneficial for one to be established.

Thanks for all your work!

David Tombs
