Admins of ~ubuntu-core-docs

Hi,

I've noticed that I am the only admin of this group. I've been very
busy with work lately and haven't had time to follow the team so I've
added Phil Bull and Jonathan Jesse as admins of the group as well so
that they can take care of any team membership additions if the event
that I'm not able to do so promptly.

I hope this is uncontroversial and both Phil and Jonathan are very
long standing and active team members.
