run this command:
apt-cache policy vim

you should get something like this:

vim:
  Installed: (none)
  Candidate: 2:7.2.245-2ubuntu2
  Version table:
     2:7.2.245-2ubuntu2 0
        500 http://archive.ubuntu.com karmic/main Packages

(That indicates I do not have vim installed but it is available in 
Karmic main.

If not, your System > Administration > Software Sources is probably not 
configured correctly.
