Improving Package descriptions

Oops! I was consolidating the mails we had regarding this topic in [3].
It was basically the ideas we discussed here but in a wiki so that we
dont forget it.
I havent properly formatted yet, so hadnt announced it here.
Maybe we could merge the two wiki?

This was certainly the idea when I started the topic , but somehow
things kept getting in the way. Having a published "guideline" would
help getting these changes done a lot quicker.

Maybe we can update these into Debian guidelines too ? There are similar
debian docs[4] , but obviously not everyone followed it. ;)

One comment about the packaging guide wiki[2], do we need to have
examples? The reason I hadnt quoted examples in [3] was, it might become
outdated when we change them. And the original writer/packager might
take offense. 
Or maybe we need to give examples for the packagers to take note?[5] ;) 

If we can get Debian to update the guidelines, this would be a whole lot
easier. Once we have a complete guideline, we should probably look into
that as well.

Also to note is that I have posted a Question [6](in Answers! ;p), which
would hopefully allow us to make changes in Ubuntu without waiting on
Debian or breaking package syncs.
