How to submit a new how-to procedure

If you didn't come across that page, then there is clearly a problem
with the way that we signpost it. It's linked to in the wiki footer
but that may not be enough. Where would you expect to see a link to
these instructions? Perhaps we can improve visibility of the page.
If you did come across that page but still weren't clear on what to
do, then we have a problem with the page itself :) Let us know if that
is the case and if so, what you found unclear.
