Translation of non ubuntu-docs help files

Another issue I forgot to raise relates to translations: are we
satisfied that the separate Ubuntu package affords the possibility for
translated help pages in the same way as ubuntu-docs?
Obviously the minimum requirement is that translation be activated in
Launchpad and an import/export process established. The xml
translation process we use is more intensive because it involves
correcting any syntax errors in po files after exporting from
Launchpad to make sure the xml files will not break, but arguably the
checking for such errors could properly be left to the translators
until Launchpad does it automatically (no immediate prospect of that,
afaics). For me it would be enough to assure ourselves that
translation of the help files is possible.
I believe David was looking at this in relation to usb-creator so I'm
copying him in too.
