I don't know whether anyone is "responsible" for that package, but the
bug is filed in the right place.

If you think that any particular bug is something that the docteam
should look at, feel free to subscribe the team, but the assigned
field is different: that's for a person or team which will actively
work on fixing the bug. It should generally only be set by the person
or team who is going to take on the bug (except in exceptional cases).
That's not the case here: we don't work on the debian-installer
package.
