I think that if people are going to be working on discrete sections, it
should be fine for people to work on their local branch on a specific
file. Whether to publish these branches on Launchpad is a question of
choice of the individual, potentially they could publish the branch when
it is ready for review.

The alternative would be to create a special branch under the ubuntu-doc
group so that all ubuntu-doc members could commit to it, but I think
that this solution might end up being a bit more messy and potentially
harder to review all the changes coming in.
