membership of ~ubuntu-bugcontrol

Hi,
As of now the ~ubuntu-core-doc team is a member of the
~ubuntu-bugcontrol team, so that any member of ~ubuntu-core-doc can
set importance and triage Ubuntu bugs.
Membership of the bugcontrol team implies the right to see private
apport bugs, which may contain sensitive data. As a result I've added
an additional requirement for membership of ~ubuntu-core-doc that the
applicant should have read the relevant guidelines for membership of
the ~ubuntu-bugcontrol team.
