Proposal: Create product for each derivative's documentation

Even as someone who works on Xubuntu docs, I'm hesitant to have our own
project in launchpad.  I'm learning about architecting documentation for
reuse, and using different projects would limit our ability to do this in
the long run.  By this I mean it's technically possible to have a set of
documentation that could be used for Kubuntu, Xubuntu, or Ubuntu.

With regard to translations in launchpad, documentation that has been
architected for reuse (which we already do in lesser ways) can actually
simplify things for translators.

I realize that this is a bit far-off, I know I'm a bit green with some of
the technical aspects of xsl and even some docbook elements, but I am
learning quite a bit and wouldn't want to set things up so that what I
referenced above would not be possible.  So, in the long run I think it
would be better to keep things together.
